Eva A. Millona is currently a Visiting Fellow at the Harvard Graduate School of Education.

Eva A. Millona is currently a Visiting Fellow at the Harvard Graduate School of Education. She previously served in the Biden-Harris Administration as DHS Assistant Secretary for Partnership and Engagement (2021-2025) and Chief of the Office of Citizenship, Partnership and Engagement at USCIS.  Before government service, she was president and CEO of the Massachusetts Immigrant and Refugee Advocacy Coalition for over 13 years. In 2010, she co-founded the National Partnership for New Americans.

A native of Albania, Millona practiced law before becoming the youngest district judge appointed to Tirana’s District Court (1989-1992). After immigrating to the U.S., she directed refugee resettlement in central Massachusetts.  She served on the U.S. Commission on Civil Rights, co-chaired the Massachusetts Governor’s Advisory Council for Refugees and Immigrants, and taught at Boston College.

She holds a Master’s in Political Science from Clark University and a law degree from the University of Tirana.
